The Wheels to Work (W2W) scheme is run by the Community Council of Shropshire with funding from the Countryside Agency, Rural Transport Partnerships, Shropshire County Councils and other local councils.

The purpose of the scheme is to enable young people, aged 16 to 25, to have access to employment/training. Each case is considered individually, but the following people are given priority:
- People who have difficulty getting to work/undertaking training because of a lack of public transport
- People on a low income
- People who live in rural areas within Shropshire
- People aged 16 to 25
The W2W scheme at CCS is run by a Project Officer who has supported over 500 young people with the following facilities:
- Pedal bikes
- Grants
- Subsidised driving lessons
- Petrol and electric mopeds
- Travel advice
The CCS W2W scheme has been cited as a model of good practice for more than 50 W2W schemes nationwide. The Project Officer has given advice and help to similar organisations planning to set up a similar scheme and the Shropshire experience has featured at various conferences and was the subject of a positive evaluation by Oxford Brookes University and Westminster University.
